The election for three ECS School Board members is scheduled for May 21. Two five-year (2013-2018) positions are open to replace two members whose terms expire June 30, 2013. There also is a four-year (2013-2017) position open to complete the remainder of Aimee Kilby’s term, which she resigned in order to become ECS District Treasurer. The two candidates with the highest number of votes will win the five-year board positions. The candidate with the third-highest number of votes will complete Kilby’s term.

The following ECS district residents are running and will appear on the ballot in the following order:

Melissa Foster

Lives in: Great Valley

Education: B.A., Elementary Education, SUNY Geneseo; Reading Master’s/Certification, Indiana University of Pa.; Master’s/Certification, Niagara University

Employment: Affirmative action officer, NYS Office of Persons with Developmental Disorders; past program coordinator, Integrated Employment Services Program; past English/Reading teacher and education coordinator, Great Valley Residential Program for Teenage Boys

Activities: Member and past president, ECS Parent-Teacher Organization; member, Great Valley Volunteer Fire Department; member, Great Valley Regatta Committee; member, Cattaraugus County Youth Bureau Board; past member, Ellicottville/Great Valley Ambulance Service; member, ECS Strategic Planning Committee (2009); ECS Building Project Planning Committee

Background: Married to Kenny Foster. Two children: ECS students Nicholas and Lucas

Platform: Melissa believes her strong academic qualifications and knowledge of education and government regulations will help ensure a bright future for the children who attend ECS.


Roger Spell

Lives in: Ellicottville

Education: Graduate, Doniphan High School, Doniphan, Missouri; U.S. Air Force Electronic Intelligence Training

Employment: Co-owner, The Barn Restaurant, Ellicottville; Engineering Aide, Northrup Grumman, Buffalo; U.S. Air Force

Activities: Coach, Ellicottville Pee Wee football; volunteer coach, ECS boys modified basketball; coach, elementary basketball; board member, Ellicottville Central Schools (6 years), vice president, ECS School Board (2011-12); president, ECS School Board (2012-13)

Background: Married to Mary Spell. Two children: Shelby, ECS class of 2016, and Robert, ECS class of 2017

Platform: Roger believes his six years of experience on the board and his leadership in the strategic planning and capital improvement project processes make him highly qualified for another term on the board.


Leonard Zlockie

Lives in: Great Valley

Education: Graduate, Olean High School; Associates Degree, Jamestown Community College; attended St. Bonaventure University

Employment: Sr. wastewater treatment operator, City of Salamanca Board of Public Utilities (21 years)

Activities: Co-teacher 2nd grade CCD class, Our Lady of Peace Parish, Salamanca; member, ECS Sports Boosters Club; past coach, Ellicottville/Cattaraugus/Little Valley Little League; Salamanca Board of Public Utilities union president (6 years); member, ECS Strategic Planning Committee/Finance Subcommittee (2009)

Family: Married to Judy Zlockie. Two children: Luke, ECS class of 2013, and Morgan, ECS class of 2016

Platform: Len believes there must be a balance between keeping taxes reasonable and providing a quality education for all children, now and in the future.


William Murphy

Lives in: Ellicottville

Education: Graduate, Ellicottville High School; studied at Clarkson University and Jamestown Community College

Employment: Staff accountant, Stride Tool (21 years); accounting manager, Horschel Brothers Precision, Springville

Activities: Exempt member, Ellicottville Fire Dept.; past assistant pack leader, Cub Scouts (4 years); assistant troop leader, Boy Scouts; merit badge counselor, Boy Scouts

Background: Married to Stephanie Murphy. Three children: Niki, ECS class of 2009, Alex and Wil, both ECS class of 2013

Platform: Bill will work to ensure that all children, including those with special needs, receive a quality education.
