Fillmore Drive Housing Developments in Progress

The Ellicottville Village Planning Board heard from a resident of an apartment in the Ellicottville Square development on Bristol Lane during a public hearing on a proposed dog grooming shop. The shop will be located in space adjacent to his home and he expressed concerns about noise.

Property owner Kody Sprague assured the resident and the planning board that he is taking all possible measures to soundproof the space and is doing additional research on effective materials to ensure there will not be a problem.

Shop owner Sierra Usyk explained that the shop will be open Monday-Saturday from 9 a.m.–5 p.m. by appointment only and there will be no overnight boarding of pets.

This information seemed to satisfy the apartment resident and the public hearing was closed.

During the regular meeting, the board asked Sprague additional questions about the nature of the materials he expects to use. Sprague said all walls and ceilings will be sound proofed and he will conduct sound tests during the build-out of the space to determine if additional measures are necessary.

The board approved the special use permit. However, it also set a condition that three months after the shop has been operational, the sound issue will be revisited. If there are any complaints or issues, the shop could be temporarily shut down until the problem is resolved.

In other business, the board approved architectural plans for a private home at 11 Mechanic St. and a sign design for new Ellicottville Real Estate offices at 22 Washington St.

The board also was briefed by Village Planner Jason Paananen on the status of the two housing developments being planned on each side of Fillmore Drive, between Washington and Parkside streets. Preliminary plans for the townhome development to the west and the 19-lot, single-family home development to the east have been submitted to the state and the county planning board will be reviewing the projects at its Jan. 22 meeting.

Assuming the county approves the plans, the planning board scheduled a public hearing on the preliminary site plan/preliminary plat plan phases of the projects for its Feb. 10 meeting at 5:30 p.m. in the Town/Village Hall.
