The new development at HoliMont’s Westmont Ridge and the new highway barn were the primary topics of discussion at the Monday, May 20, 2013, meeting of the Town of Mansfield’s board of directors.

The first 700 feet of roadway into Westmont Ridge from Route 242 is owned by the Town of Mansfield (the rest is owned by HoliMont). The road, newly named Ridgeway Road, starts out on an uphill grade and then drops to a fairly steep downhill. HoliMont has volunteered to have Northrup Construction’s subcontractor, Coldsprings Construction, establish a sub-grade for that section as it works on the rest of the roadway. Mansfield’s Highway Department will take over completion of the road in stages as appropriate after that has been completed.

Mansfield Supervisor Bob Keis also has asked HoliMont to survey the center grade of that section of road to ensure all is accurate.

In compliance with local Finance Law of the State of New York, the town board unanimously approved “A Resolution Authorizing the Issuance and Sale of Serial Bonds to Finance the Construction of a New Town Highway Barn.” The full resolution will be printed as required in Mansfield’s official newspaper, the Ellicottville Times (see page x).

This resolution authorizes the town to issue $200,000 in serial bonds, payable over 10 years at an interest rate of 3.1 percent, barring objections from 25 or more town residents by petition.

“The board was determined to avoid raising taxes in order to pay for the new barn,” Keis explained.

The total cost of the barn is budgeted to come in under $600,000. The insurance adjustment for the loss of the old barn due to fire came in at approximately $400,000. The loan will be paid in $20,000 increments and absorbed into the town’s annual budgets for the next 10 years.

Meanwhile, the highway barn is already under construction. The foundation is due to be completed by highway department staff by the end of this week. After allowing the concrete to set, installation of the steel structure can begin on or around June 11.

The board also plans to advertise bids for electrical materials for the barn in the next week or two. The bid request also will appear in the Ellicottville Times. Bids will be opened at the June 17 meeting of the Mansfield Town Board.
