The November meeting of the East Otto Town Board was called to order at 8:10 p.m. by Supervisor James Beach on Tuesday, Nov. 10, 2015.

Present were councilmen Dave Forster, Mike Poch and William Spors, Highway Superintendent Tom Benz and Code Enforcement Officer Jeff Holler. Councilman Rich Grey was excused.

Guests present were Bob Bowen and Michael Guerin

Planning Board – A rough draft of the survey and timeline for preparation of the town master plan was distributed to all board members. There was some discussion.

Highway: The insulation has been installed at the highway shop. Benz is still working on Snake Run Rd. There is no new information on the gravel pit. The work on the ditch between Bowen Rd. and Razey Rd. still needs to be completed.

The board will advertise for a member of the Board of Assessment Review and the Planning Board to replace Sidney Barber who will resign as of December 31 when he joins the Town Board.

Rosemary Solecki was reappointed to the Board of Assessment Review.

The Public Hearing on the 2016 Preliminary Budget was held.

Guerin addressed the Board concerning Traffic Street. He stated that Benz had maintained it very well lately. He also said he did not feel that the Board should be receiving raises and giving raises to other employees since there was still a proposed budget increase. He also feels that money should not be “banked” within the budget since there has been an increase in revenue.

Bowen asked why there was no money in the budget for youth. There is $1,200 in the budget for youth.

He also asked why Meals on Wheels was not funded or Travel Club. Beach stated that he did not think he had received a request for funding from either group.

There was a request from Guerin to restore funding for the swim program. He felt that he could provide enough parents and children to make it worthwhile for the board to consider.

Beach addressed the issues raised by Guerin. Beach gave a listing of all the raises and when they were given.  It has been several years since most had received a raise.

There is money included in the budget for a new truck purchase in the future.

Beach will check on the Historical building paint that is peeling as well as the heater and fire extinguisher.

A special meeting was scheduled to pass the budget on Tuesday, Nov. 17, 2015 at 8 p.m.

The next regular meeting will be Dec. 8, 2015.
