Board Discusses Dog Census, Construction Permits, Lawsuit and Playground

April Meeting

The April meeting of the East Otto Town Board was held Tuesday, April 8, 2014. Highlights of the meeting included:

• Dog Control Officer Mary Dankert was authorized to conduct a dog census (enumeration) beginning May 1, 2014. An additional fee of $10 will be assessed on any dogs found unlicensed at the time of the census.

• Tom Benz will be looking into rebuilding the Freightliner instead of buying a new truck.

• The bid for mowing of the Brooklyn Cemetery and the town hall, ball diamond and historical building was awarded to Deanna Bowen for the 2014 season.

• The town board agreed to add a surcharge to the fee schedule, which will be double the permit fee up to $200 for anyone who begins construction, which requires a permit, prior to the application and receipt of the permit.

• The Justice Court Assist Program grant was received in the amount of $1,500.

• An appeal will be filed in the lawsuit with Alleghany Mountain Resort to allow for more time for the town to look at options.

• The town board accepted the audit of the books presented by the town clerk/tax collector for examination.

May Meeting

The East Otto Town Board met on Tuesday, May 13, 2014. Highlights of the meeting included:

• Dennis Westfall will be retiring at the end of May after almost 40 years of service to the Town of East Otto. Tom will be having a retirement party for him at the shop on Thursday, May 29, 2014.  In honor of Dennis and the occasion, a resolution was passed acknowledging and thanking Dennis Westfall for 40 years of service to the Town of East Otto while holding the office of highway superintendent, deputy highway superintendent and CDL employee.

• The cemetery association has asked the town board for assistance from the highway department in extending the driveway in the new part of the cemetery.

• The Skurka lawsuit has been dismissed.

• The town board adopted a written policy concerning the employees’ health savings accounts.

• An ADA playground inspection audit should be conducted at a cost of about $500. Parkitects will perform an inspection of the playground every year for free. The wood fiber also needs to be topped off.

• There has been a request by Elizabeth O’Neill to use the town hall on May, 24 2014, for a Mother Daughter Tea. Any proceeds will benefit the summer youth playground program and the Trading Post South.

Little League Baseball has requested that the town pay the costs for the Porta-Potties for the town hall and the ball diamond this year for the Little League. The board agreed that it was not an expense they are willing to incur at this time.

• The next Community Blood Bank is scheduled for May 19, 2014, from 4 to 8 p.m.

• First quarter sales tax was received in the amount of $56,321.78

• Bill Spors reported some information he received from Griffith Energy and NOCO concerning pricing for fuel. NOCO offered to have someone come and speak to the board about their pricing if the board is interested.

The next meeting of the East Otto Town Board will be June 10, 2014.
