The March 2018 meeting of the Village Planning Board (VPB) opened with a motion to approve the February 2018 minutes; there was a second and they were approved.
In Old Business, PB-2017-4 was discussed. This is a Single Family Residence to be located at 27 Adams Street. Single Family Residences are an allowable in the Village Residential District. The front set back has been reduced to 20’ from 25’ with an area variance from the Zoning Board of appeals. Side Variances have been met. This will be 4,513 sq. ft. with an attached garage and two lock out rooms above the garage. This is a Type 2 Action under the State Environmental Quality Review (SEQR). The two lockout rooms are allowed with a Special Use Permit. The project will undergo Site Plan Review and Architectural Design Review as well.
Last month there was concern regarding the drainage plan last month and the VPB wanted the Village Engineer to review the drainage and grading plan. This was done and the Village Engineer determined no further action was needed. There was a motion to determine this is a Type 2 Action under SEQR and no further review was needed; there was a second and it was approved. There was a motion to approve the Special Use Permit, Site Plan and Architectural Design Review with four conditions; there was a second and they were approved.
The VPB rearranged the agenda and moved to New Business regarding 30 W. Washington, where Bike & Bean is located. This is an application for Exterior Renovations and it is subject to an Architectural Design Review and Historical District Review. No public hearing is required as there are no changes to the Site Plan and no Special Use Permit is being applied for. The renovations will include moving the door to the center of the storefront. This will change the size of the windows. For the Architectural Design Review, all requirements have been met as there will be no new lighting, no style change, the materials and colors are minimal and the window treatments will be more consistent with the style of the neighboring building. For the Historical District Review, all standards are met and moving the door to the center will revert the storefront to its original character. This is a Type 1 Action through SEQR and no coordinated review is required. There was a motion made for a negative declaration under SEQR and no further action is needed; there was a second and it was approved. There was a motion to approve the Architectural Design Review and Historical District Review; there was a second and they were approved.
Next, the Public Hearing for PB-2018-01 was opened. This is an Accessory Apartment at 3 Washington Street. This second-floor accessory apartment is an allowable use with a Special Use Permit. There will be a 5’ x 5’ concrete pad in the rear on the building where the exterior staircase to the second floor will land. All Set Backs have been met, building height will not change and there will be a deck on the top of the first floor. Floor to Area Ratios have been satisfied and does not exceed 1.5. There is no additional square footage being added. All Architectural Preservation Standards have been met. The changes are keeping with the nature of the structure and does not negatively impact the visual character. The request for to scale drawings for the staircase was satisfied. There was no one from the public to comment and one letter was received from John Nelson, an attorney whose office is located at 8-10 Washington. The letter was in support of the project. There was a motion to close the Public Hearing; a second and it was closed. This is a Type 1 Action through SEQR and no coordinated review is required. There was a motion made for a negative declaration under SEQR and no further action is needed; there was a second and it was approved. There was a motion to approve the Site Plan, Architectural Design Review, Special Use Permit and Historical District Review with the condition the final drawings to the Code Enforcement Officer will depict the railing on the deck; there was a second and it was approved.
In other business, the Zoning Amendments and their status with the Village Board was discussed. There was a motion to recommend that they are in agreeance with the Proposed Draft Zoning Amendments dated Feb. 22, 2018; there was as second and it was approved. The Public Hearing for the Proposed Draft Zoning Amendments will be held at the Village Board May meeting.
Next, there was discussion regarding a proposed project at 36 Washington, where Madigan’s is located. An exterior renovation that would include a deck off the front of the building that would extend over the sidewalk. The Village Board gave their approval for the deck in the March 2018 meeting pending proper insurance and bond requirements are met. The VPB cannot approve until the Department of Transportation approves the project as the posts would be in their Right of Way. These applications are put in frequently and only seldomly approved. A Site Plan, Special Use Permit, Architectural Design Review and Historic District Review would be required should the applicants move forward with the project.
There was a motion to adjourn the meeting; there was a second and the meeting was adjourned. The next regularly scheduled meeting of the Village Planning Board will take place on April 10, 2018 at 5:30 p.m. at the Village Hall.
